Last Friday, Congressman Ralph Hall (R-TX) introduced the Medicare Home Health Rebasing Relief and Reassessment Act (H.R.4625). The bill would suspend the rebasing rule for 12 months and require that CMS reassess the rule and submit a report to Congress on alternative rebasing methods, including methods offered by stakeholders. This is a NAHC supported bill and NAHC is seeking sponsors.
In related and possibly competing legislation, Reps. Walden of Oregon and Price of Georgia have introduced legislation that would eliminate the 14% home care rebasing cuts that are currently scheduled, and recover that money through savings from hospitals. The legislation tilted SAVE (Securing Access Via Excellence-Medicare Home Helath Act) is supported by the Partnership for Quality Home Healthcare, which represents larger for profit home care agencies.
