Medicare Bundled Payments: A Revolution Ahead for Medicare Home Providers

Medicare’s bundled payments initiative is a window into the new reality of transforming payments from rewarding volume to value. Bundling creates powerful incentives to change referral patterns and reshape care delivery with an episodic mindset. Home health providers can play an important role in this initiative and those that fail to grasp the nature and speed of this transformation may be left on the outside looking in as networks are narrowed and expectations about improved outcomes at lower cost rapidly evolve. Participants will gain understanding of bundling basics, roles for post‐acute providers under bundled payments, and the importance of care redesign and effective partnership strategies.

Brian Ellsworth, MA is the director of payment transformation at Health Dimensions Group, where he has been working on bundling, dual eligible integration and value-based purchasing strategies. He has over thirty years of experience in health care financing, delivery and policy from both payer and provider perspectives, including senior roles at state and national provider trade associations as well as serving as a policymaker in New York State’s Medicaid program and with Optum, part of United Health Group. He has served on numerous advisory boards and technical groups and played a key role in developing New York’s managed long term care strategy.
Beth Carlson, BSN, MHA, EdD is a senior consultant and the manager of consulting services at Health Dimensions Group and advises organizations on design, development, and execution of innovative programs, including Bundled Payments for Care Improvement (BPCI) Programs of All-inclusive Care for the Elderly (PACE), innovation grants, and managed care and duals plans opportunities. She provides expertise in care redesign across the continuum of community and post-acute care settings with an emphasis on care and transitions management. Dr. Carlson has more than 25 years of senior services experience throughout the post-acute continuum, including development and administration of senior programs and communities such as continuing care campuses, skilled nursing facilities, home- and community-based services, and housing for seniors.
