Understanding the Medicare Home Health Cost Report: Its Strengths, its Weaknesses and How it Impacts Reimbursement

The Medicare Home Health Cost Report (MCR) is a form designed to enable to program to assimilate the demographic, operational and financial information and results for 1,000s of HHAs across the nation and organize into one standard format for analysis and review. We will be discussing the specifics of Form 1728 ‐ 94; which is the MCR for free ‐ standing (i.e., not facility ‐ based) HHAs, although the concepts we will discuss will be just as applicable to facility ‐ based HHAs. The MCR has long been undervalued and underestimated as to its impact on regulatory and reimbursement changes; and this pre ‐ dates PPS. But since the inception of the OASIS document, and especially since the inception of PPS the MCR has been a tool that has greatly shaped (both positively and negatively) our regulatory and reimbursement changes (e.g., Medicare Margins as reported to Congress and the Rebasing of HH PPS)
